Rep. Donald Payne, Sponsor of Promise Neighborhoods Act, Dies

We are deeply saddened to learn of Congressman Donald M. Payne’s passing today.
As New Jersey’s first African American Congressman and former chair of the Congressional Black Caucus, Rep. Payne was a dedicated proponent of every child’s right to a quality education, and an ally for education advocates across the country.
As House sponsor of the Promise Neighborhoods Act of 2011 — a companion bill to one authored by Senator Tom Harkin (D-IA) — Rep. Payne demonstrated his support for making Promise Neighborhoods more sustainable and effective over the long term by including it in the Elementary and Secondary Education Act. The Promise Neighborhoods Institute at PolicyLink had the privilege of working with him over the past year as we pushed to improve educational outcomes for children in neighborhoods all across the country.
